ABSENT: Greg Shaver, William Carpenter, Lee Beyer, commissioners. 1. Citizen Involvement Program – Commercial Land Re-designation Project Mel Oberst, Planning Supervisor explained that the Commercial Lands Study (CLS), adopted in February, 2000, found that Springfield had a shortage of readily-developable commercially-zoned and designated sites. He said the purpose of the Commercial Lands Re-designations Project (Redesignation Project) was to examine the following issues: • redesignation of other land uses to commercial • the City’s land use regulations regarding commercial development • the City’s current commercial development patterns Mr. Oberst said staff was proposing the formation of a steering committee comprised of a planning commissioner, a council members, property and business owners, commercial real estate developers, and neighborhood organization leaders. He said a list of prospective members would be provided to the commission and the public would be informed of steering committee activities through public notices and open houses in accordance with the City’s guidelines. He said the intent of the steering committee was to develop recommendations to the commission on redesignations of land to commercial in order to increase the supply of “shovel-ready” commercial sites to the marketplace. Mr. Oberst said he hoped the process of creating the steering committee would begin immediately upon approval by the commission. The commission approved by consensus establishing a Redesignation Project steering committee. Commissioner Burford volunteered to be the planning commission member on the steering committee.
