ABSENT: Lee Beyer, member. Commissioner Phillips called the Committee for Citizen Involvement to order at 6:40 p.m. 1. Citizen Involvement Plan for the Completion of the Springfield Portion of the Natural Resource Study Mr. Metzger, Senior Planner, reviewed the draft plan for citizen involvement that included a detailed summary of tasks and time line, and proposed advisory committee structure. He drew the Commission’s attention to the italicized sections in the work plan that reflected the activities of the committee. He said the role of the advisory committee, composed of professionals, citizens, and other stakeholders, was to provide advice on the structure of the site evaluation process from a variety of perspectives. He underscored that the committee would making recommendations to the Planning Commission and City Council, and would not have decision-making authority. Mr. Metzger emphasized that the proposed composition of the committee was intended to reflect community values with respect to treatment of property owners and natural resource sites, represent stakeholder interests, ensure that the future livability of the community was preserved, and meet state requirements. He asked for feedback from the Commission. In response to a question from Commissioner Burford, Mr. Metzger said there were nineteen members on the advisory committee, but generally not all of them would attend each meeting. He explained the rationale for including elected and appointed officials was to provide him with another perspective on the process. He also felt it was important for the Planning Commission and City Council to have an understanding of the process throughout its duration and have input prior to formal public hearings. Mr. Metzger said the goal was to craft policy that was both practical and protective and helped the community to grow sensitively. He hoped that the presence of a variety of interests would help achieve that goal. He expressed an interest in members from within the Urban Growth Boundary, not just the city limits. Commissioner Shaver asked that a member of the McKenzie Watershed Council be included on the advisory committee. Mr. Metzger agreed with the request. Commissioner Carpenter observed the committee seemed evenly balanced among the various interest groups. In response to a question from Commissioner Moe, Mr. Metzger said the list of advisory committee nominees would be presented to the Planning Commission of review. Commissioner Carpenter volunteered to be the Planning Commission representative on the committee. Commissioner Moe also expressed an interest in participating in the committee’s activities. Commissioner Malloy asked if committee membership would be based on geographic distribution. Mr. Metzger replied that the citizen-at-large members should be residents of the Springfield area. He said representatives of the environmental and development communities should be active in the area, but did not necessarily need to live inside the city limits. Commissioner Burford, seconded by Commissioner Malloy, moved to approve the Citizen Involvement Plan for the Completion of the Springfield Portion of the Natural Resource Study, with the addition of the McKenzie Watershed Council to the advisory committee membership. The motion passed unanimously, 6:0.
