Commissioner Phillips called the Committee for Citizen Involvement to order at 7:10 p.m. 1. NPDES Storm Water Permit Public Involvement Mr. Gottfried reviewed the work plan for citizen involvement in the development of the Storm Water Management Program Plan (SWMPP). He explained the series of three public workshops that would be held in June and October, 2003 and January, 2004 and described the outreach efforts that would be made to involve interest groups and stakeholders in the planning process. He emphasized that the process would include many opportunities for feedback and comment from those impacted by development of the plan. Commissioners would be provided with information throughout the process. He invited comments and recommendation from commissioners and asked for their support of the citizen involvement work plan as the City moved forward with the SWMPP planning process. Commissioner Beyer suggested that materials be posted on the City’s website as they were developed and comments are accepted via e-mail. He also suggested that e-mail be included as a way to notify stakeholders of the availability of materials for review and comment. In response to a question from Commissioner Carpenter, Mr. Gottfried said the Commission would be shown the proposed stakeholder group list prior to its being used for outreach purposes. Commissioner Shaver suggested that the City consider notifying major affected parties, such as homebuilders, architects, and developers, that the planning process was being initiated and solicit concerns or suggestions. Commissioner Beyer recommended attending the monthly meetings of various groups to discuss the planning process. Commissioner Beyer, seconded by Commissioner Malloy, moved to approve the SWMPP Public Involvement Plan and Schedule for the City’s submittal of the MS4 permit application. The motion passed unanimously, 7:0.
