Commissioner Malloy called the Committee for Citizen Involvement to order at 6:30. 1. Approval of the Springfield Development Code Amendment Project Phase 2 Work Plan Mr. Karp provided an overview of the work plan as outlined in the memorandum entitled Planning Commission/Committee for Citizen Involvement Approval of the Springfield Development Code Amendment Project Phase 2 Work Plan. He said that the work plan had been presented to the City Council on the previous night and that council had approved the work plan. Mr. Karp related that draft language was being prepared, a work shop was planned, and that the interested parties list would include landscape architects and nursery workers in order to provide better input regarding proposed changes in code that governs landscaping. Commissioner Beyer asked if this would provide an opportunity to examine doing some things such as installing drywells or paving all parking lots. Mr. Karp responded that the Public Works Department had just printed a design manual that would address these things. It was noted that the goal of the design manual was to encourage the treatment of water before it became run-off and went into the storm water system. He added that this phase was focusing on landscaping in order not to “short circuit” the project. Commissioner Carpenter suggested that the interested parties list include biologists and wetlands experts. Mr. Karp agreed to consider adding them to the list. The Springfield Planning Commission – Committee for Citizen Involvement voted unanimously to approve the Springfield Development Code Amendment Project Phase 2 Work Plan.
