SUBJECT: Understanding TransPlan – past, present and future
ISSUE: The City of Springfield is developing its own Transportation System Plan (TSP) to
replace TransPlan. While TransPlan will no longer serve as Springfield’s local TSP, it will be used as a starting point for the updated TSP and will likely be used as the Regional
Transportation System Plan (RTSP). Understanding the transition and use of TransPlan is the
subject of this work session.
DISCUSSION: TransPlan has historically been used as both Eugene and Springfield’s
Transportation System Plan (TSP), guiding local and regional transportation system planning and development in the metropolitan area. The plan includes provisions for meeting the transportation demand of residents and through travelers through the year 2015, consistent with
the Metro Plan planning horizon. Under state law, TransPlan is a functional plan of the Metro Plan. The Metro Plan is the official
long-range general plan (public policy document) for the region comprised of the cities of Eugene and Springfield and metropolitan Lane County. The Metro Plan establishes the broad
framework upon which Eugene, Springfield, and Lane County make coordinated land use
decisions. As a functional plan, TransPlan must be consistent with the Metro Plan. However, since the passage of House Bill 3337, Springfield is creating the 2030 Refinement Plan, thus
requiring that Springfield have its own TSP to service a separate urban growth boundary.
A thorough understanding of TransPlan is important in order to make informed decisions about
Springfield’s TSP update. Staff will review the history and current use of TransPlan and will
discuss how TransPlan will transition from its current role as Springfield’s local TSP.
