SUBJECT: Glenwood Citizen Advisory Committee Appointments
ISSUE: Four citizens have applied for four positions on the Citizen Advisory Committee for the Glenwood
Refinement Plan Update Project.
DISCUSSION: In October 2008, the Committee for Citizen Involvement (CCI) reviewed and approved the
Citizen Involvement Plan for the Glenwood Refinement Plan Update Project. The Plan included staff’s
recommended categories of participants for the Citizen Advisory Committee (CAC). The committee’s
purpose is to provide input, feedback, and guidance to staff, and to forward recommendations to the
Planning Commission.
In November 2008 and January 2009, the CCI appointed twenty members to the CAC. In September
2010, the CCI appointed two members to fill two vacancies on the CAC. In October 2010, Tracy (Rogan)
Kribs, a CAC member in the General Public category, resigned due to a change in state residency. The
CAC Operating Agreement, adopted by the CAC in March 2009, states that “In the event of voluntary
resignation or termination during the course of the project, the CCI may appoint replacement members
to the CAC…The CCI will wait until there are a minimum of two vacancies to recruit replacement
members.” In February 2011, staff learned that Bill Woods, a CAC member in the Glenwood Employee
category was no longer employed by U‐Haul Co. at the Glenwood U‐Haul location. In February 2011,
staff also reviewed CAC member attendance records and contacted Jim Peterson, a CAC member in the
Glenwood Resident category, who had missed four consecutive meetings without notifying staff. In late
March 2011, Brian McBeth, a CAC member in the Developer category resigned from the CAC.
In March 2011, staff sent information about the Glenwood Employee, Glenwood Resident, and General
Public vacancies to the CAC and the project’s Interested Parties list, and announcements were published
in the Register Guard Springfield Extra on March 11, 2011 and March 17, 2011. Four applications have
been received as of the date of this memorandum for the advertised CAC positions. One candidate
applied for the Glenwood Resident position, one candidate applied for the Glenwood Employee
position, and two candidates applied for the General Public position. One of the candidates who applied
for the General Public position would be eligible for the Developer category vacancy resulting from Brian
McBeth’s resignation.
ACTION REQUESTED: Staff requests that the CCI appoint one member in the Glenwood Resident
category, one member in the Glenwood Employee category, one member in the General Public
category, and one member in the Developer category to the Glenwood CAC.
