ITEM TITLE: DEVELOPMENT CODE UPDATE PROJECT
ACTION REQUESTED:
Appoint Technical Advisory Committee members for the Development Code Update Project.
Appoint two Planning Commissioners to the Governance Committee for the
Development Code Update Project.
ISSUE STATEMENT:
The Committee for Citizen Involvement is charged with appointing planning
advisory committees such as the Technical Advisory Committee for the
Development Code Update Project. Additionally, there needs to be two people appointed from the Planning Commission to serve on the Project Governance
Committee.

DISCUSSION:
A key component of the Community Engagement Plan for the Development Code
Update Project is the formation of a Technical Advisory Committee (TAC). The
TAC presents an opportunity for members to provide “technical” input, feedback, and guidance to staff, and to forward recommendations to the Planning Commission. At the December 18, 2018 meeting of the Committee for Citizen
Involvement (CCI) eleven members were appointed to the TAC for the Development Code Update Project.
The CCI postponed appointment of six applicants for the TAC pending additional information. Of the six applications postponed, four were from members of the
Historic Commission. The four Historic Commission members represent a majority
of the Historic Commission and would pose procedural issues if all four were appointed to the TAC. Staff has explored this issue further and will be prepared to
discuss with the CCI.
The other two applications that were postponed were due to incomplete or illegible
information. These two applications now have complete and legible information for the CCI to review and consider.
The Community Engagement Plan also includes formation of a Governance Committee. The role of the Governance Committee for the Project as specified in
the Community Engagement Plan is to provide informed direction to the Project
Core Team. Part of the role of the Governance Committee will be to provide opportunities for the community to provide input on the project. The Governance
Committee will provide updates to their respective bodies. This committee is
comprised of two City Councilors and two Planning Commissioners. At the January 7, 2019 City Council meeting the Mayor appointed Councilors Sean
VanGordon and Steve Moe to the Governance Committee.
