ISSUE STATEMENT: The term of Springfield’s citizen representative, Doug Keeler, on the MWMC ends on January 31, 2019. Council is requested to reappoint Mr. Keeler to the MWMC to fill the upcoming 3-year term. ATTACHMENTS: Attachment 1: Application submitted by Doug Keeler Attachment 2: The MWMC’s Charge DISCUSSION/ FINANCIAL IMPACT: The MWMC was formed under intergovernmental agreement between Springfield, Eugene and Lane County, and is comprised of seven members. Springfield is represented by one City Councilor, Joe Pishioneri, and one appointed citizen, Doug Keeler. Mr. Keeler has represented Springfield on the Commission since 1997. A media advisory was sent out announcing the vacancy and applications were accepted from October 23, 2018 through December 21, 2018. One application was received from Mr. Keeler; his application is attached (Attachment 1). At the January 22, 2018 regular meeting, Council is requested to appoint Mr. Keeler as the Springfield citizen representative to the MWMC for the upcoming 3- year term ending January 31, 2022. One person will be selected by the Council to represent the City of Springfield for a three-year term. The volunteer position vacancy is due to the term expiration of Doug Keeler. Mr. Keeler is eligible to re-apply. The deadline to submit applications is 5 p.m., Friday, December 21, 2018. Application packets are available at the City Manager’s Office, 225 Fifth Street, during regular business hours and online at http://www.springfield-or.gov/bcc.htm. City Council will review applications at their January 7, 2018 Work Session and make the appointment at their January 22, 2018 Regular Council Meeting. The mission of the MWMC is to protect the community’s health and the environment by providing high-quality wastewater services to the Eugene-Springfield metropolitan area in partnership with Eugene, Springfield and Lane County. Each partner has both an elected official and a citizen representative (Eugene has an additional citizen representative to reflect a proportional number of customers), for a total of seven representatives. Commissioners provide oversight and guidance to City of Eugene staff who manage operations for the MWMC, and City of Springfield staff who manage administration of the partnership. MWMC meetings are held at 7:30 a.m. on the second Friday of the month at Springfield City Hall, 225 Fifth Street. Additional meetings and work sessions are held as necessary.
