Ihe applicant is hereby notified that any redevelopment ofthe subject site must
comply with all of the applicable laws, codes, ordinances, polices and plans in
effect at the time the redevelopment proposal is accepted as complete for Cit-v
review. This would include correction of substandard conditions associated with
the present development. Examples of such corrections may include
modification of inadequate abainage facilities; compliance with building set-
backs from property lines; correction of substandard sidewalks and street
improvements, including driveway width and placement; and other corrections
which may be necessary to comply with existing development standards.
Furthermore, ifan existing use is demolished or otherwise removed prior to the
development ofthe proposed use, then the system development charge credit for
the previously existing use shall expire two years after the date of issuance of the
demolition permit or other removal of the previously existing use. (Springfield
Municipal Code 3.4r6(r)).

Your demolition permit is currently being processed. There may be a slight delay. of
up to z working days for small structures, due to the time required to review the
history ofthe structure to determine if it needs to be documented before demolition.
This documentation is for archival purposes only and will not affect the granting of
the demolition permit. If the structure is very iarge or complicated th€
documentation process may take up to a maximum of 4 working days.
Documentation will consist of photographing the building, taking measurements and
making scaled drawings. The documentation will be undertaken by the City at no cost
to you. Documentation is being done on all structures dated prior to 1940 that may
have historic importance to the City's development.
THIS DOCUMENTATION .WILL NOT IMPEDE THE DEMOLITION PROCESS.
An age cut-offof r94o was chosen because this is the date that the National Parks
Service and The Springfield Development Code use to determine potential historic
significance.
Ifyou would prefer to complete this documentation yourselfyou must provide the
City with the following information: 1) black and white photographs of each
elevation, a floor plan with measurements, and z) a set of elevation drawings with
measurements.

KOOS Environmental Services, lnc. (KES) conducted an asbestos survey at '1051
Fairview Dr Springfield, OR. The survey found no asbestos or lead base paint.
. Building description
The structure is a single story garage, converted into a single family dwelling,
roofing is comp shingles, exterior walls are T111 siding, interior walls and ceilings
are sheetrock with joint compound and texture, kitchen is '12x12 self adhering floor
tile over concrete, livingroom is carpet over same tile in kitchen, over concrete,
bedroom, bathroom, hall and utility room is raised floor, carpet in hall and bedroom,
utility room and bathroom is sheet vinyl on wood sheathing.
. Survey methodology
The survey was conducted in accordance with the sampling protocol in 40 CFR
763.86. There was no attempt to breach any covered or inaccessible areas. The
classification of asbestos are, as used in the AHERA slandards, either SM
(Surfacing Material), TSI (Thermal System lnsulation), or MBM (Miscellaneous
Building Material). Each is further characterized as either friable or non-friable. The
condition of the ACM (Asbestos Containing Material) is further indicated, as is the
potential for future disturbance. Each assessment is divided into the respective
functional space they are found. The analysis of the suspect material has been
done in a laboratory accredited by NIST (National lnstitute of Standards and
Technology) under NVLAP (National Voluntary Laboratory Accreditation Program).
The primary identification will be PLM (Polarized Light Microscopy) using EPA
600/R-93/116 method, the current accepted standard for bulk analysis of asbestos
containing material.
Three PACM samples were taken from inside of the structure. lf there are any
suspect materials found that have not been previously identified a licensed
asbestos building inspector should be contacted for identiflcation and disposition of
the material prior to damaging the suspect materials. All asbestos must be removed
prior to demolition of the home.

Polarized- light microscopy is not consistently reliable in detecting asbestos in floor covering and
similar non-friable organically bound materials. Quantitative transmission electron microscopy is
currently the only method that can be used to determine if this material can be considered or
treated as non-asbestos containing.
