Paula Guthrie-Scott, 35-Year Employee Recognition
• Paula has 35 years of service with the City of Springfield. When Paula first arrived at the
City as a student intern, the IT Department was using a VAX mainframe system and
programming in Assembler code, an archaic, cumbersome language that was commonly
used at that time. We didn’t have servers or PCs at the time – only a few strategically
placed VAX terminals. She was hired part-time that same year, eventually becoming a
full-time employee.
• Paula managed our move to PeopleSoft in 1998 and was subsequently promoted to
System Administrator for the PeopleSoft system. Paula was SEIU president for over 10
years. She has even outlasted quite a few IT Directors over the years.
• Paula has grown significantly over the years. She has always had the skills and abilities
to do programming, project management, and system troubleshooting and maintenance.
She has become an expert in the complex, multi-faceted PeopleSoft tools and
environment and incredibly productive in performing her duties.
• Paula was a big factor in moving the City off the mainframe during the run-up of the
Y2K deadline in the late 1990’s. She managed the implementation of the PeopleSoft
systems, both Financials and Human Capital Management, and has managed most of the
subsequent PeopleSoft projects, large and small.
• Paula has a great sense of humor and loves getting to know people. She truly cares about
the City and her customers. Paula is incredibly productive while making it look very
easy. She is a historian and has a breadth of knowledge about the City that few can boast.
She takes with her a vast array of knowledge and history of this place.
