Environmental Quality ITEM TITLE: SPRINGFIELD POLICE ADVISORY COMMITTEE APPOINTMENT
ACTION REQUESTED: Appoint Teresa (Terri) A. Dillon, Johnny L. Kirschenmann, Robert L. Rivas, and Michael E. Bean to the Springfield Police Advisory Committee for a four year term
starting December 1, 2018.
ISSUE STATEMENT:
The ten-member Springfield Police Advisory Committee has 5 vacancies created by
resignations of three past members and initial term expirations of two current
members.

DISCUSSION/ FINANCIAL
IMPACT:
The City received six applications for five open positions on the Springfield Police
Advisory Committee after a six week process.
At the November 13, 2018 Work Session, the Council interviewed four candidates.
Two candidates did not attend the Work Session. At the conclusion of the interview
process, the Council supported reappointing Michael E. Bean as the local business representative and initial appointment of Terri Dillon as an at-large representative,
Johnny Kirschenmann as an at-large representative and Robert Rivas as the cultural minority community representative. Appointed representatives would begin their four year term on December 1, 2018
Council acknowledged the Springfield Police Advisory Committee still has a vacancy for the faith community representative position. Council recommended
future application processes for the faith community representative include a broader definition, to include positions such as youth pastors and church elders.

CHARGE
It is the duty of the task force to provide citizen input regarding police policy matters and
implementation of the Council adopted Long Range Strategic Plan for Police Services to
the Chief of Police. The task force meets not less than quarterly and is required to
provide the City Council with an annual report of its activities.
