Dear Liz,
Below are our responses to the Site Plan Review Pre -Submittal Letter dated 12 September 2016 for
the above mentioned project. We included original Review comments alongside our responses for
convenience.
Condition 1: Upon submittal of the Final MDS Plan demonstrate how the overnight boarding location
within the building and/or the construction materials will ensure that overnight noise will
not extend beyond the northerly property line (i.e., the relocation of the boarding area to
the rear of the building or noise attenuating construction at the front of the building.
Response: Noise attenuating construction shall be used at the north wall. See
revised MDS2. Luckydog will also employ 24 hour staff to help mitigate noise
from the boarding area.
Condition 2: The fenced area shown on the plan at the front of the building shall be removed on the
Final MDS Plan to lessen the impact upon less intensive residential uses and pedestrian
use along the sidewalk. The front yard setback shall not be used for pet purpose.
Response: The fenced are in the front of the building has been removed. See
revised MDS2.
Condition 3: Submit a Drinking Water Protection Overlay Exemption Request to Amy Chinitz at the
Springfield Utility Board.
Response: See attached Drinking Water Protection Overlay Exemption Request.
This request also submitted to Amy Chinitz at SUB.
Condition 4: The undeveloped area shall be maintained free of weeds and be mowed per SDC 5.17-
55 D.

Condition 5: A minimum one additional tree shall be shown on the final MDS Plans. Trees are
required to be a minimum 2" caliper and chosen frorp the approved list of street trees
from the category, "Any Planter Strip with Overhead Power Lines". The trees shall be
placed approximate 30' from the existing tree in front of the building.
Response: See revised MDS2 for additional tree location and species.
Condition 6: indicate the location of a screened, covered and hydraulically isolated trash enclosure on
the final MDS Plan or provide details of the contain size and quantity to meet the Fire
Code regulations for indoor storage of containers. No outdoor storage outside of an
appropriately constructed enclosure is permitted.
Response: See revised MDS2 for trash receptacle location and covering. See also
attached email dated 22 September 2016 for the acceptance of an awning in the
play area in lieu of a trash enclosure.
Condition 7: The applicant will show on the Final MDS Plan corrective measures to meet ADA
requirements for the existing driveway. City staff should be consulted prior to and
during construction to ensure full compliance. Please contact Kyle Greene at 541-726-
5750.
Response: See revised MDS2 for corrective measures at the existing driveway per
City of Springfield Standard Drawing 3-22 Commercial Driveway Apron Curbside
sidewalk.
We believe this letter and the attached materials sufficiently address the requirements of the
Minimum Development Standards. If there are items that require further clarification, please contact

Hi Mandie,
I just finished speaking with Jim Donovan and wanted to get back to you and Leah regarding the remaining questions at
423 Q Street.
• Occupancy prior to completion of improvements — With estimates of uncompleted items and security posted we
will allow a 90 day extension until the end of January, after the busy season for the business.
• The use of trash cans with a cover or awning within the screened area of the outdoor play area will be
allowed. Please note that the cover or awning may require a building permit.
• The City does not require the opaque fence for the outdoor play area at the rear of the building.
• The front fenced area will not be permitted.

Proposal Description
Luckydog Day & Night Care is a dog daycare and overnight facility.
Luckydog uses the following hazardous materials to clean and sanitize
the facility
Name: Kennel Sol
Manufacturer: Alpha Pet Tech
Quantity: 2 gallons
Usage: Kennel sol is a liquid concentrate used for disinfecting the
overnight enclosures after dog's checkout from an overnight stay. It is
also used in a squirt bottle in the play area for fecal matter in the play
space.

Usage: Clorox wipes are used to wipe down fencing, gates, doors, etc.
