ITEM TITLE: RATIFICATION OF CONTRACT WITH THE INTERNATIONAL
ASSOCIATION OF FIREFIGHTERS (IAFF), LOCAL 851.
ACTION
REQUESTED:
Authorize City Manager to ratify collective bargaining agreement with IAFF, Local
851.
ISSUE
STATEMENT:
Staff has concluded negotiations with IAFF for a three-year successor labor
contract spanning July 1, 2018 – July 30, 2021. The current contract expired on
June 30, 2018.

DISCUSSION/
FINANCIAL
IMPACT:
The City and IAFF Local 851 reached a tentative contract settlement. The
membership is anticipating a ratification vote in early November. The proposed
contract includes changes to compensation and contract language. The new
successor contract is within Council guidance, under the City’s budget projections
and is supported by market data. The expected cost increase of this contract is
$2,351,426 over a three year period. The main provisions are summarized below:
Wage and Cost of Living Adjustments:
July 1, 2018: 2.5% wage adjustment
July 1, 2019: 2.5% wage adjustment
July 1, 2020: 2-3% CPI
Other Compensation and related Adjustments:
1% increase to EMT-P certification on July 1, 2018 and 2019
A new bilingual incentive pay
A one year trial of a new work schedule
16 hours of off duty paid special teams training
A cap on employee overtime of not more than 1,000 hours per year
Elimination of the union’s ability to roll over unused paid union leave
hours to the next year
Employee protection that prevents them from being required to work
overtime beyond 72 consecutive work hours
