Scope Concept
Build from Phase 1 efforts
Be clear about purpose of Phase 2: develop preferred solutions (Main St and McVay Highway,
identify impacts, refine to further avoid / minimize impacts (community question about moving
forward made in Phase 1)
Focus on segments, refining options, and selecting single preferred solution that would then move
into final design and project development
Work closely with City, LTD , and GT to develop preferred cross sections and alignments
Get to impacts discussion as quickly as possible
Focused contact with business and property owners to refine and further avoid / minimize impacts,
invite broader community to business and property owners workshop
City and LTD leadership helps deliver message
Process
Inform business and property owners, broader community that Phase 2 is starting, how to get
involved
Based on Phase 1 findings and input, work closely with GT, City staff (planning, engineering,
transportation), and LTD to develop cross sections and alignment (on maps), determine impacts,
and refine preferred solutions
Refine preferred solutions by focused contact with business and property owners, invite broader
community to workshop, work with GT, City, LTD
Evolve public involvement effort from Phase 1 with SAC and other event outreach; Phase 2 focuses
on GT, City Council and Board for final refinement and decision making
GT identifies final preferred solutions through efficient, limited iterative process
Focused community review to hone in on specific impacts and design options
Work with GT to make any final, limited refinements
Advance to Springfield City Council and LTD Board for review and determine what advances to NEPA
Budget
Phase 2 (Locally Preferred Solution Selection): 7 months, $350,000
Includes:
o Develop options – 3 months - $182,000
o Refine and select preferred solutions – 4 months - $168,000
o Includes $95,000 in outreach to business & property owners
If supplemental Phase 2 public involvement effort needed: estimated additional $100,000
Phase 3 (NEPA): 3 months, est. $68,000 (assumes limited impacts and documented categorical
exclusion )
