AN ORDINANCE AMENDING THE CODE OF THE CITY OF SPRINGFIELD, OREGON,
1955 , BY REPEALING SECTION 12. 22 THEREOF PERTAINING TO INITIATIVE
AND REFERENDUM PROCEDURES, AND ENACTING A NEW SECTION TO BE KNOWN AS
SECTION 12. 22 OF THE CODE OF THE CITY OF SPRINGFIELD, 1955 , AND
DECLARING AN EMERGENCY.
THE CITY OF SPRINGFIELD DOES ORDAIN:
Section 1 : That Section 12. 22 of the Code of the City of
Springfield, Oregon, 1955 , pertaining to the proposal of Charter
amendments by the Council without initiative petition be , and the same
is hereby repealed.
Section 2 : That a new section to the Code of the City of
Springfield, 1955 , and to be hereinafter known as Section 12.22, is
hereby adopted, and said section is as follows :
SECTION 12. 22 . PROPOSAL OF NEW CHARTER AND CHARTER
AMENDMENTS BY COUNCIL WITHOUT INITIATIVE PETITION.
A new Charter, or an amendment to the Charter of the
City of Springfield may be proposed and submitted to the
legal voters thereof by resolution of the Council without
an initiative petition. The resolution shall be filed
with the City Recorder for submission not later than
fifteen (15) days before the election at which it is to be
voted upon, and no amendment to the Charter shall be
effective , nor shall any new Charter be effective, until
it is approved by a majority of the votes cast thereon
by the legal voters of the City.
Section 3 : It is hereby declared that the need for the adoption
of a new Charter for the City of Springfield constitutes an emergency,
and the Council hereby adjudges and declares an emergency to exist ,
and that it is necessary for the general welfare and preservation of
the public peace , health and safety of the City of Springfield, that
this ordinance take effect immediately upon its passage by the Council
and approval by the Mayor.
