HomeMy WebLinkAboutResolution SEDA 2015-01 05/18/2015 RESOLUTION NO. .SEDA2015-1 A RESOLUTION OF THE SPRINGFIELD ECONOMIC DEVELOPMENT AGENCY AGREEING TO ASSIST IN FULFILLING THE MATCHING FUNDS REQUIRED FOR THE 2015 TRANSPORTATION INVESTMENT GENERATING ECONOMIC RECOVERY GRANT WHEREAS, The United States Department of Transportation has made $500 Million in Transportation Investment Generating Economic Recovery Seven (TIGER 7) Grant funds available; WHEREAS, TIGER 7 Grants are highly competitive, merit based discretionary grants focused on projects that generate economic development and provide access to reliable, safe and affordable transportation; WHEREAS, TIGER 7 Grant program applicants must be able to demonstrate an ability to create partnerships with other local agencies and organizations; WHEREAS, TIGER 7 Grants fund Eighty Percent (80%) of a project and grant program applicants must be able to show an ability to obtain, at a minimum, the remaining matching funds, moreover the program strongly encourages "over match" beyond the minimum 20% to make a grant request competitive; WHEREAS, the Springfield 2035 Transportation System Plan (TSP) provides a 20-year blueprint for how the City should maintain and improve the transportation network to meet growth demands and the plan lists constructing a multimodal facility on Franklin Boulevard as a priority project; WHEREAS, the Central Lane Metropolitan Planning Organization Long Range Regional Transportation Plan (RTP) provides a 20-year blueprint for how the Eugene-Springfield metropolitan region should maintain and improve the transportation network to meet growth demands and the plan lists constructing a multimodal facility on Franklin Boulevard as a priority project; WHEREAS, Franklin Boulevard is within the confines of the City of Springfield's Glenwood Refinement Plan, Phase I and that plan calls for Franklin Boulevard to be redeveloped as a multi-modal, multi-way boulevard to support and foster redevelopment of that area; WHEREAS, the Springfield Economic Development Agency (SEDA) is responsible for the allocation of urban renewal dollars to priority projects within the Glenwood Urban Renewal District and included in the Glenwood Urban Renewal Plan Goals; WHEREAS, the adopted Glenwood Urban Renewal Plan Goals include improvements to streets, and streetscapes, including projects to reconstruct existing roadways and construction of new streets; WHEREAS, the Franklin Boulevard project is located within the Glenwood Urban Renewal District and identified by the SEDA Board as a priority project; WHEREAS, SEDA has previously committed funds for Franklin Boulevard improvements; WHEREAS, the Franklin Boulevard Complete Street Project implements the goals of the TSP, RTP, the Glenwood Refinement Plan and the Glenwood Urban Renewal Plan Goals and is divided into two phases; Phase 1 is located between the Springfield Bridges and Mississippi Street and Phase 2 runs from Mississippi Street to Interstate 5; WHEREAS, the City has received $6 million in 2015 — 2018 Statewide Transportation Improvement Program funding to complete design and commence construction Phase 1 of the Franklin Boulevard Complete Street Project, and has obligated $3.6 million in local funds toward construction occurring in Calendar Years 2016/2017; WHEREAS, the City is applying for the TIGER 7 Grant to construct the Phase 2 of the Franklin Boulevard Complete Street Reconstruction Project; WHEREAS, the Oregon Department of Transportation has notified the City that should a TIGER 7 Grant be awarded for Phase 2 of the Franklin Boulevard Complete Streets Project, it will convert the 2015 — 2018 Statewide Transportation Improvement Program funds from federal funds to state funds, which has the impact of leveraging the City's local match efforts; WHEREAS, TIGER 7 Grant funds are meant to provide the funding necessary to complete a project such as the second phase of the Franklin Boulevard Complete Street Reconstruction Project; NOW, THEREFORE, BE IT RESOLVED by the Springfield Economic Development Agency as follows: 1. If the City of Springfield is awarded a TIGER 7 Grant, SEDA agrees to participate financially by contributing a portion of the match amount, not to exceed $2 million in local funds to the match portion of grant. These funds will be drawn from Glenwood urban renewal plan resources.. 2. This Resolution shall take effect upon its adoption by the Springfield Economic Development Agency. RESOLUTION NO.
