HomeMy WebLinkAbout2018-04-09 SEDA Meeting Minutes MINUTES OF THE MEETING OF THE SPRINGFIELD ECONOMIC DEVELOPMENT AGENCY HELD MONDAY,APRIL 9, 2018 The Springfield Economic Development Agency met in the Council Chambers,225 Fifth Street, Springfield, Oregon on Monday, April 9,2018 at 5:30p.m., with Board Chair Sean VanGordon presiding. ATTENDANCE Present were Board Chair Sean VanGordon, Board Vice-Chair Sheri Moore and Board Members Marilee Woodrow,Christine Lundberg, Joe Pishioneri and Leonard Stoehr. Also present were City Manager Gino Grimaldi,Attorney Mary Bridget Smith, and City Recorder Amy Sowa. Board Members Wylie and Leiken were absent(excused). CONSENT CALENDAR 1. MINUTES a. Minutes of January 8, 2018 2. RESOLUTIONS IT WAS MOVED BY BOARD MEMBER WOODROWWITH A SECOND BY BOARD MEMBER MOORE TO APPROVE THE CONSENT CALENDAR. THE MOTION PASSED WITH A VOTE OF 6 FOR AND 0 AGAINST(2 ABSENT—WYLIE AND LEIKEN). COMMUNICATIONS 1. Business from the Audience—None. 2. Correspondence—None. 3. Business from the Staff—None. REPORT OF CHAIR—None. REPORT OF COMMITTEES—None. PUBLIC HEARINGS NEW BUSINESS 1. SEDA Budget Committee Interviews. Budget Officer Paula Davis presented this item. Springfield Economic Development Agency Minutes April 9,2018 Page 2 The Springfield Economic Development Agency is requested to interview two applicants. Councilors may use any of the questions off the sample list or provide one of their own but should be consistent with their questions for all candidates.The City's charge for the Budget Committee states an equal number of agency members and citizens is required(Citizen members may not be officers,agents or employees of the City,per ORS 294.336(4)). The Board members introduced themselves to the applicants and asked them the following questions.They interviewed Tina Patel and Steve Moe. 1. Why do you want to serve on the SEDA Budget Committee?(Christine Lundberg) 2. While all SEDA projects seem to have strong support from different areas of the community, it is often necessary to prioritize projects for budgetary reasons.How would you go about the task of establishing priorities among projects?(Sheri Moore) 3. Describe your familiarity with the SEDA.(Marilee Woodrow) 4. Describe your professional and personal experience as it relates to your desire to become a committee member.(Leonard Stoehr) 5. Often times the members of the SEDA Budget Committee have difference opinions on how money should be spent. What is your experience with working as a member of a diverse group and helping to ensure that all opinions are heard and considered?(Joe Pishioneri) The Board discussed the qualifications of the applicants and chose to move forward with appointments of both applicants. 2. SEDA Budget Committee Appointment. Following the interviews,the Board was ready to make appointments to the SEDA Budget Committee. IT WAS MOVED BY BOARD MEMBER MOORE WITH A SECOND BY BOARD MEMBER WOODROW TO APPOINTPOINT TINA PATEL AND STEVE MOE TO THE SEDA BUDGET COMMITTEE WITH TERMS EXPIRING DECEMBER 31,2020. THE MOTION PASSED WITH A VOTE OF 6 FOR AND 0 AGAINST(2 ABSENT—WYLIE AND LEIKEN). OLD BUSINESS—None.
