Provide comment and feedback on staff presented overview of the Downtown Springfield
Parking Program.
ISSUE
STATEMENT:
Beginning in July of 2015, the City of Springfield reinitiated parking enforcement and
management in Downtown after nearly 10 years of no regular enforcement. Park
Downtown program activities include management of long-term permitting, special event
parking, on and off-street enforcement, residential programs and key messaging through
signage and brochures. Over the last three years, staff have worked to manage a flexible
and responsible program maintaining the community defined mission; to create a positive
Downtown experience for all visitors and businesses by providing convenient, responsive,
and fair parking solutions. Feedback received from this work session and community
input will guide the upcoming Request for Proposal (RFP) for continued enforcement.

FINANCIAL
IMPACT:
The Park Downtown program is key to providing support and amenities to Downtown
businesses, residents, employees and visitors. As identified in the 2010 adopted Downtown
Vision Plan, the availability and management of publically owned on and off-street
parking infrastructure has a direct value to businesses and residents who require access to
those spaces. Maintaining a healthy turnover of parking spaces during peak demand hours
allows visitors and patrons to access Downtown businesses with ease.
Park Downtown program amenities in Springfield include;
Free On-Street Parking; 2 & 3 Hour (650 spaces)
Free Off-Street Parking; 3 Hour on Weekdays and Unrestricted on Weekends (80
spaces)
Monthly and Quarterly Permits; On and Off Street Areas (130 off-street spaces
and 335 on-street)
Residential Permits
Special Event Permits and Construction Permits
Ability to Contest Tickets in an Administrative Setting Opposed to Court Setting
The initial first year of the Park Downtown program implementation focused on education
and orientation for downtown visitors, businesses and residents with an intentional ‘soft
hand’ approach to enforcement. The subsequent last two years have moved the program
into full enforcement while maintaining a tone of both leniency and also consistency,
focusing on positive program amenities. The program currently carries an annual
contracted enforcement cost of $94,164 with Republic Parking Northwest and includes 25
hours per week of dedicated enforcement and 24 hours per week of consistent open office
hours. Program revenue (permits/violations) in FY18 totaled $88,259, up from $82,448 in
FY17. Additionally, a community Open House was held on August 16th, and attended by
an estimated 34 citizens. Common themes of received feedback included desired
investment in additional parking, increased signage, and addition of hourly pay options.
This feedback and other program activities will be discussed. Feedback will be used to
further improve the program and prepare for the upcoming enforcement contract RFP.

Weekend Parking!
All City operated off-street parking areas signed as
permit only Monday to Friday are free to the public
and without time limits on Saturdays and Sundays.
One Block Face Per Day
A person may only move their vehicle one block
face per day. A block face is defined as one side of
the street between two intersections.
Monthly/Quarterly Permits and
Residential Permits are offered and available in
many areas of Downtown including some on-street
areas.

Some Pay by Space Hourly Parking
Some non-City managed parking lots are available
for hourly pay by space parking. These lots are
operated by other firms like Diamond Parking.
Don’t Be Confused by signage in non-city operat-
ed lots as it may appear similar to City signage but
with different rules and regulations.

City of Springfield Downtown Parking Program Income and Cost
FY15 through FY18
The Downtown Springfield Parking Program was imple-
mented in May of 2015.
Program revenue includes revenues from monthly on
and off-street permit parking, residential permit park-
ing, special event and contractor permit parking and
violation citations.
Permit costs range from $10 to $30 monthly and stand-
ard citation costs are $16 each.
*From May through June, activities consisted solely of
less than one quarter permit parking administration
and parking enforcement with only warnings issued.
** Fiscal year 2016 saw nearly six months of warnings
only, included estimated totals for the month of June.
***In the Revenues by Activity chart, FY16 totals in-
clude two months of permit revenue from May and
June of 2015.

Feedback Summary:
On August 16th, Park Downtown Springfield staff hosted an Open House at Dark & Stormy in Downtown to provide opportunities to receive feedback and input on program elements. Staff
was present to answer questions and an estimated 35 attendees were engaged in a ‘drop in’ style feedback exercise to prompt thinking and sharing of opportunities and thoughts around
desired improvements. Many responses built off other input and responses. For this reason, the feedback is ‘summarized’ here with photos included to attempt to capture both the words
and feedback but also relationship to other input.
