ASSOCIATION OF FIREFIGHTERS (IAFF), BATTALION CHIEFS, LOCAL

ACTION
REQUESTED:
Move to:
Authorize the City Manager to ratify collective bargaining agreement with IAFF,
Battalion Chiefs.
ISSUE
STATEMENT:
Staff has concluded negotiations with IAFF Battalion Chiefs for a three-year
successor labor contract spanning July 1, 2018 – July 30, 2021. The current
contract with this bargaining unit expired on June 30, 2018.

DISCUSSION/
FINANCIAL
IMPACT:
The City and IAFF Local 851 reached a tentative contract settlement. The
membership is anticipating a ratification vote by the end of September. The
proposed contract includes changes to compensation and contract language. The
new successor contract is outside of the amount authorized from prior Council
guidance but under the City’s budget projections and is supported by market data.
The agreement raises wages by 3.5% in the first two years but results in a fiscal
year increase of 3%. The expected cost increase of this contract is $163,213. The
main provisions are summarized below:
Wage and Cost of Living Adjustments:
July 1, 2018: 2.5% wage adjustment
January 1, 2019: 1% wage adjustment
July 1, 2019: 2.5% wage adjustment
January 1, 2020: 1% wage adjustment
July 1, 2020: 2-3% CPI
Other Compensation and related Adjustments:
Bilingual Pay incentive of 5%.
Damaged cell phone reimbursement of up to $300.00
