ACTION REQUESTED: Approve/not approve the following motion: ALLOW CONSTRUCTION ACTIVITIES OUTSIDE OF THE HOURS OF 7 AM AND 6 PM, IN ORDER TO COMPLETE CONSTRUCTION ACTIVITIES IN ASSOCIATION WITH PROVIDING WATER SERVICE TO 6053 MAIN STREET. ISSUE STATEMENT: Section 5.220(c) of the Springfield Municipal Code restricts the hours that construction activities may occur to between 7 AM and 6 PM. Oregon Department of Transportation is permitting the work and is requiring the work to be completed at night to reduce traffic impacts. The duration of the request is for up to two (2) working days, with a start date to be determined by the ODOT permit. ATTACHMENTS: DISCUSSION/ FINANCIAL IMPACT: Due to the nature of the project, after hours work is requested to facilitate the ODOT permitting requirements. SUB has indicated the work will be done before the 10th of October and is expected to take one night to complete. Possible sounds that could be emitted include engine noise, back-up beeper, excavating, hauling and loading, air compressors, cutting equipment, hammering, voices and other general noises associated with construction. The noise associated with this construction will be minimized to the maximum extent possible.
