ISSUE STATEMENT: The Police Department has mobile computers for use in patrol vehicles which have served their useful life and are in need of replacement. ATTACHMENTS: 1. Draft PCS Mobile Purchase Agreement DISCUSSION/ FINANCIAL IMPACT: The Police Department has mobile computers in patrol vehicles which have served their useful life and are in need of replacement. The Police Department is requesting approval to purchase 31 Getac V110 fully rugged laptop devices at $3,483.56 per device with five year warranty and associated peripherals and accessories for 27 police vehicles at a cost of $1,638.00 per vehicle, for a total cost not to exceed $152,216.53. The proposed computer purchase will continue to utilize ruggedized equipment to meet the high durability needs of patrol services, while improving performance with updated technology, improved connectivity and ergonomics, as well as device response times and usability. The devices will have a five year “bumper to bumper” warranty, as well as expedited support services to reduce device downtime. Upon implementation of advanced authentication security measures, the devices can also be made to be removable, which would add flexibility and efficiency in device utilization (i.e. using the device camera for on-scene photos, completing reports while waiting for court). The device was selected after extensive research by Springfield Information Technology staff and pilot testing of multiple devices commonly utilized by law enforcement personnel. The devices will be purchased pursuant to a cooperative purchasing clause on the Washington Contract – WA DES 08313. The mobile computers are due for replacement after over five years of use, while the anticipated useful life was up to five years. The Police Department has placed funds in fund 713 reserves over the past five years to prepare for the computer replacement and the proposed purchase will be fully funded with 713 reserve funds that have been budgeted within the fiscal year 2019 budget. This warranty only applies to products sold by Getac or its Authorized Distributors or Dealers and only where the products are used and serviced within North America or its Authorized Service Providersʼ territories. Warranty coverage only applies to service carried out by a Getac Authorized Service Provider. If a hardware defect arises and a valid claim is received within the Warranty Period, at its option and to the extent permitted by law, Getac will either repair the defect at no charge, using new or refurbished replacement parts, or exchange the product with a product that is new or which has been manufactured from new or serviceable used parts and is at least functionally equivalent to the original product. Getac will provide warranty service on products that are tendered or presented for service during the warranty period, as permitted by law. In accordance with applicable law, Getac may require that you furnish proof of purchase and/or comply with registration requirements before receiving warranty service. You may be responsible for shipping and handling charges to obtain service under this warranty. Obsolescence can also occur because a newer version of a product has become available. Finally, products may become obsolete if replacement parts are no longer available, or when the cost of replacement parts or repairs is higher than the cost of a new item. Gamber-Johnson is committed to making the transition from such products to new offerings as simple as possible. As part of this, when a product reaches its end of life (EOL), Gamber-Johnson will move the product from its current product category and place it into the discontinued category under the Products tab. Gamber-Johnson will include the initial EOL notification, Last Order Date (LOD), and End-of-Support (EOS) milestone dates, as described below. Resellers may continue to purchase product up until the LOD. Gamber-Johnson will honor our Limited Lifetime Warranty as long as it is purchased no later than the LOD. Gamber-Johnson will continue to provide technical support and service for product up until the announced EOS date (based on warranty). In the event that a product or its parts are no longer available during the warranty period, Gamber-Johnson will replace the item with a comparable product if available.
