urban growth boundary bisect the park, as shown on the attached plans Willamalane Will

community park" A park master plan was developed m 2005, thiS site plan IS for Phase
1 oflmplementmg outdoor recreatIOn Improvements at Lively Park
Wlllamalane proposes addmg outdoor recreatIOn amemties to Jack B Lively Memonal
Park, a 32 6 acre community park III Spnngfield, as called for m the 2005 LIVely Park
Master Plan Currently, the park's smgular ameruty IS Splash' Lively Park SWim Center
The Master Plan calls for eventual-bUild-out of Lively Park This site plan IS the first
phase of ImplementatIOn, and mcludes

DIM QUESTIONS
I Project PhasIng: As site plan approval was received m 1987 and 1988 for the
Lively Park SWIm Center (LPSC) and associated development, would this
proposal be reviewed under a site plan review or major modificatIOn to a site
plan? Improvements shown on the attached site plan are programmed m
WIlIamalane's FY 2009-2013 CIP, and are therefore planned to be bUilt wlthm
five years Can site plan approval be good for five years?
2 Water Quality. A portIOn ofthe 4-acre dog park IS mSlde the Spnngfield City
limits and UGB It IS set back over 300-feet from Cedar Creek, and at least 50-
feet from the water-quality swale The dog park Will be fenced around ItS
penmeter, With a large open turf area and soft-surface path It Will also contam
potable water, trash receptacles, pet waste bags, rules slgnage, seatmg, and a
small shelter It Will be mamtamed on a regular basIs, similar to the mamtenance
schedule for the other developed areas of the park Does the proposed Dog Park
present any Issues related to stormwater quality, or wellhead protectIOn?
3 Stormwater' Currently, there IS a water-quality swale that treats the runoff from
the eXlstmg LPSC parkmg area This swale was approved m 1988 through the
site plan review process for LPSC, and constructed on a portIOn of the property
that IS outside of the UGB, as Illustrated m the concept plan It IS anliclpated that
the new runoff would be routed to thiS swale, as It was deSigned With additIOnal
development m mmd Would detentIOn be reqUired for the new dramage routed
to Cedar Creek? If so can a detentIOn system be mcorporated mto the eXlstmg
swale, and would dramage SDC's be applicable to thiS project smce stormwater
doesn't flow mto a City mumclpal system?
4 FloodplaIn: What IS the status of the USACE floodplaIn Study for tlus area?
Could It mfluence thiS proJect?
5 TransportatIOn: The peak hour of the generator's traffic IS not expected to
regularly comclde With the peak hour of the public street system Will a Traffic
Study be reqUired for thiS project? If so, please provide a scope
