RE: Removal of Vegetation within the Willamette Greenway Setback
Ms. Robinson,
I inspected your property today at your request to determine if the City permits the
removal of a cottonwood near the Willamette River. I determined that the tree in
question, (a cottonwood with three trunks approximately 12 inches in diameter per trunk),
is on your property and within the Willamette Greenway Setback. Removal of any
vegetation within the setback requires the property owner to submit an application to the
City for a public hearing before the Springfield Planning Commission. The fee for the
application is $975 plus $600 deposit. The recent listing of the Spring Chinook as a
threatened species by the National Marine Fishery Service has brought into scrutiny the
policies of the City regarding the removal of any vegetation growing along the river.
That cottonwood, while seemingly isolated, does provide habitat for terrestrial insects
and organic detitrus for aquatic insects, both food sources for salmon, Staff could not
recommend to the Planning Commission that the tree be removed. If you have any
