HomeMy WebLinkAbout2013 05 07 AIS DPW DACPC 13update1 AGENDA ITEM SUMMARY Meeting Date: 5/7/2013 Meeting Type: Regular Meeting Staff Contact/Dept.: Jim Donovan/DPW Matt Stouder/DPW Staff Phone No: 541-726-3660 541-736-1035 Estimated Time: 15 Minutes S P R I N G F I E L D PLANNING COMMISSION Council Goals: Community and Economic Development and Revitalization ITEM TITLE: UPDATE TO THE SPRINGFIELD PLANNING COMMISSION ON ACTIVITIES OF THE DEVELOPMENT ADVISORY COMMITTEE (DAC) SINCE THE PLANNING COMMISSION’S JOINT SESSION WITH THE DAC ON PRIORITIES HELD JANUARY 15, 2012. ACTION REQUESTED: No formal action necessary, this status update is advisory. ISSUE STATEMENT: The Planning Commission serves as the City’s Committee for Citizen Involvement, as a quasi-judicial decision or appeal authority on certain land use actions and as an advisory body to the City Council on legislative decisions. The work of the Development Advisory Committee may result in policy, code and process changes necessitating review and approval from the Planning Commission in one or more of the above capacities. This memo is a brief status report of the Committee’s work on land use code updates this Spring. DISCUSSION/ FINANCIAL IMPACT: The DAC last met with the Planning Commission in joint session on January 15, 2013 to endorse or revise a scoring matrix and draft work priorities. The Planning Commission endorsed the work and forwarded the materials on to City Council for consideration and assignment of further resources. The City Council subsequently focused the DAC on the top 3 priorities: Site Plan Review, Project Advocacy and Fees. The DAC’s subsequent work has produced a group consensus of pursuing a Two Track Site Plan Review product as the top priority, a legal briefing on the differences between ministerial and discretionary decision making with a reference to LUBA case law, a Site Plan Review Questionnaire for polling other jurisdictions in the state that may employ ministerial approvals in lieu of Site Plan Review, and a briefing by a long time City Attorney from the City of Eugene on the Eugene permitting process. Future steps will include a joint meeting with the Planning Commission this summer to examine a range of public involvement plans proportional to the level of changes recommended by the DAC. Staff and Planning Commissioner/DAC Liaison Greg James will be available to discuss in detail and take questions from the Commission.
