No Action; information only. This is a yearly BPAC progress update provided to
the Planning Commission
ISSUE
STATEMENT:
The Springfield BPAC was formed as a pilot committee in 2011 and then
established as an on-going committee in 2012. The purpose of the BPAC is to provide recommendations to the Planning Commission and City Staff about bike
and pedestrian related matters and to support outreach programs throughout the
year. Staff has attached a 2014 list of BPAC accomplishments for the Planning Commission’s review (Attachment 1).

DISCUSSION:
The Springfield BPAC met a total of 5 times throughout calendar year 2014. As
noted in the attached document, the BPAC covered a wide-range of topics during the past year. Meeting attendance was consistently high and the committee
members were highly engaged in discussion, questions and comments.
In addition to attending regular BPAC meetings, committee members also
volunteered with various community events including the City’s Wheels by the
Willamette bike events and several Safe Routes to Schools events. Committee members also divided into smaller sub-groups and developed “Action Teams” to
help analyze specific bike-ped issues of interest in-between regularly scheduled
BPAC meetings. The attached document provides a detailed list of accomplishments in 2014.
With the recent departure of our senior transportation planner, David Reesor, city staff is not currently available to continue the BPAC’s bi monthly schedule. Staff
anticipates that the BPAC will resume regular meetings in the Spring of 2015.
