This is a yearly BPAC progress update provided to the Planning Commission ISSUE STATEMENT: The Springfield BPAC was formed as a pilot committee in 2011 and then established as an on-going committee in 2012. The purpose of the BPAC is to provide recommendations to the Planning Commission and City Staff about bike and pedestrian related matters and to support outreach programs throughout the year. Staff has attached a 2014 list of BPAC accomplishments for the Planning Commission’s review (Attachment 1). ATTACHMENTS: 1. List of 2014 BPAC accomplishments DISCUSSION: The Springfield BPAC met a total of 5 times throughout calendar year 2014. As noted in the attached document, the BPAC covered a wide-range of topics during the past year. Meeting attendance was consistently high and the committee members were highly engaged in discussion, questions and comments. In addition to attending regular BPAC meetings, committee members also volunteered with various community events including the City’s Wheels by the Willamette bike events and several Safe Routes to Schools events. Committee members also divided into smaller sub-groups and developed “Action Teams” to help analyze specific bike-ped issues of interest in-between regularly scheduled BPAC meetings. The attached document provides a detailed list of accomplishments in 2014. With the recent departure of our senior transportation planner, David Reesor, city staff is not currently available to continue the BPAC’s bi monthly schedule. Staff anticipates that the BPAC will resume regular meetings in the Spring of 2015. 2014 BPAC accomplishments Letter of support for new bike facility at Gateway Mall Action Team work o General team categories: Proactive, Education & Safety o Bike routing recommendations – near Thurston Safeway; Fred Meyer on 5th St. SCY wayfinding project – provided input on draft designs Input on Lane County TSP bike planning Volunteer community work: o Safe Routes to School – Bike Safety Education Rides Bike Repair and Helmet Decorating Events SummerFair SRTS Activity Booth Safe Routes to School Advisory Committees SRTS BPAC sub-committee meetings o SmartTrips – Cruise the Clearwater Path ride o Springfield bike intercept surveys o Wheels by the Willamette bike & walk events o Business Commute Challenge - packet deliveries and Poker Walk a bout Recommendations o Bike Wayfinding & D street Safety Improvements – placed in CIP (currently unfunded) o City Hall Public Bike Parking Improvements – placed in CIP (currently unfunded) Previous BPAC accomplishments prior to 2014 Downtown Springfield transportation issues, including path, route and signage needs Springfield Sustainable City Year (SCY) project input – Wayfinding Project TE-OBPAC Grant Program project recommendations and letters of support ODOT Flex Funds Grant Program letters of support Recommended that ODOT lower speed limit on OR126 expressway prior to Bob Straub Pkwy – ODOT reviewed and acted on the BPAC’s recommendation Initial brainstorming and planning for a Regional Bicycle and Pedestrian Summit Attachment 1-1
