HomeMy WebLinkAbout2008 10 07 WS DSD CCI DowntownMEMORANDUM CITY OF SPRINGFIELD DATE OF WORK SESSION: October 7, 2008 TO: Springfield Committee for Citizen Involvement FROM: Linda Pauly, Planning Supervisor SUBJECT: Appointment of a Downtown Citizen Advisory Committee ISSUE: Appoint a citizen advisory committee to work with staff (and consultants) in developing a Downtown District Urban Design Plan and Implementation Strategy, consistent with Springfield’s adopted citizen involvement policies and with Statewide Planning Goal 1, Citizen Involvement. The committee will proved advice and recommendations for review by the Planning Commission and adoption by the City Council. DISCUSSION: On July 28, the City issued a Request for Proposals to seek proposals from qualified consultants to prepare a Downtown Urban Design Plan and Implementation Strategy to guide and coordinate revitalization and redevelopment initiatives within Springfield’s downtown core. The project will include a focused citizen involvement program and public review process. The selected consultant will work with staff, a Downtown Citizen Advisory Committee, the Historical Commission, Planning Commission and City Council to generate work products which will provide the City with: 1. an adoption-ready vision for Downtown; 2. an adoption-ready plan to give physical form to that vision; 3. an adoption-ready implementation strategy which identifies short and long term initiatives and catalyst projects. Key elements of the project include: Downtown urban design and architectural design standards, a comprehensive parking management program, a proposal for infrastructure and utilities improvements and modifications, and revisions to the Downtown Refinement Plan, Development Code, and other planning documents as needed to implement the plan. In their discussion of this proposal at the July 7, 2008 Work Session, the City Council directed staff to consider the appointment of the existing Downtown Urban Renewal Advisory Committee (DURAC) members to serve on the Citizen Advisory Committee for this project. DURAC was appointed by Springfield Economic Development Agency (SEDA) in December 2007 to advise SEDA on urban renewal issues. DURAC members were recruited through notices in the local media and the City’s website. Fifteen members were selected from a pool of forty applicants. Committee membership categories, appointees and applicants are included in Attachment 1. To allow DURAC members to function as a planning advisory committee, they must be appointed by the Committee for Citizen Involvement (CCI). Staff be seeking additional citizen involvement through implementation of a multi-faceted Citizen Involvement Plan, and will return to the CCI in the coming months (after the City enters into a contract with the selected consultant) with a detailed description of the proposed citizen involvement activities. Staff expects these community outreach activities to include presentations to community groups, interviews with downtown business and property owners, downtown residents, downtown employees, students of downtown schools, arts/cultural groups, library and transit patrons and other user groups. ACTION REQUESTED: Staff requests that the CCI appoint the existing DURAC members to the Downtown Citizen Advisory Committee. The Committee’s intent is to aid in the revitalization of the downtown by ensuring that the projects and programs recommended in the Springfield Downtown Urban Renewal Plan (DURP) respect and reflect the interests of the represented population.
