Downtown Circulation Study Update – City staff have been working to progress the adopted 2010 Springfield Downtown District Urban Design Plan by moving forward with the Plan recommendation to convert both Main and South A Street from one-way to two-way traffic operations. Prior to implementing the plan recommendation, staff intends to analyze the feasibility and cost of a two-way traffic pattern. In early 2011, staff began the process to scope the Downtown Circulation analysis work with the transportation engineering and planning firm Kittelson & Associate, Inc. It is staff’s intent to update the Planning Commission on the status and intent to work with Kittelson & Associates. Planner: Mark Metzger Courtney Griesel Time: 15 Minutes 2. Greenhouse Gases The cities of Springfield, Eugene and Coburg in their roles as members of the central lane metropolitan planning organization (CLMPO) are required to participate in a process in which CLMPO must develop transportation and land use planning scenarios that demonstrate a reduction in greenhouse gas emissions from light motor vehicles. The state’s five other MPO’s are required to undertake the same effort but Portland metro is the only MPO that must adopt a scenario plan as a component of its comprehensive plan. In May, it is anticipated that land conservation and development commission (LCDC) will establish an emissions reduction target for the CLMPO area of 20% per capita by the year 2035. Current legislation does not require that the scenarios meet the target, only that the scenario planning provides the region with an opportunity to explore what it might take to reach the target. The scope of this planning process is now under development. Staff will provide Planning Commission with a general overview of the scenario planning requirements, what has occurred to date, and will discuss the character and design of potential future developments subject to these scenario plans. This work session is the first in a series of meetings on the topic that the Planning Commission can expect over the next several years. Glenwood Refinement Plan Phase I – Metro Plan/Refinement Plan Amendment LRP2008-00017 – At the May 17, 2011 and June 7, 2011 Work Sessions, staff briefed the Planning Commission on the status of the Glenwood Refinement Plan Update Project and presented information on the Draft Land Use, Transportation, Open Space, and Housing & Economic Development Chapters. At this Work Session, staff will continue the Glenwood Refinement Plan review process by presenting information and answering questions regarding the Draft Public Facilities & Services, Financing Public Infrastructure, and Urban Transition & Annexation Chapters.
