There is no formal opportunity for citizen participation during Work Sessions. The meeting location is wheelchair-accessible. DISCUSSION OF WORK RELATED TO IMPLEMENTATION OF THE GLENWOOD RIVERFRONT PLAN – At the September 24, 2004 City Council Meeting, the Council initiated the amendments necessary to preserve the development and redevelopment potential of “Subarea 8” for the type, scale, and mix of uses along the riverfront as envisioned by the Council since 1999. Subarea 8 is approximately 48 acres, and is currently zoned a mix of Community Commercial, Light Industrial, and Low Density Residential. The Metro Plan and Glenwood Refinement Plan Designation for Subarea 8 is “Commercial/Industrial/Multiple Family Mixed Use”. In recognition of Subarea 8’s advantageous location between the downtowns of Springfield and Eugene, its close proximity of Interstate 5, and its location along the Willamette River, the City has been awarded planning grants to establish development guidelines that will encourage redevelopment of Subarea 8 into a pedestrian friendly, mixed-use (residential, commercial, and office) node. Much of the planning work has been completed by consultants, and staff is currently working on compiling this work into a format that will work with the Springfield Development Code and the City’s other existing planning documents. Planner: Susanna Julber 30 Minutes 2. 2005 – 2010 CAPITAL IMPROVEMENT PROGRAM – Springfield’s CIP is a five-year plan for funding and construction of the City’s public facilities and it is updated annually. Projects are selected from a long list of needed Capital improvements. Because of limited revenues, many projects cannot be funded during the next five years. The public input for the CIP was started in October when citizens, organizations, and City Staff were asked to suggest projects for consideration in the CIP. After the Planning Commission reviews the draft CIP, the City Council will review it in a work session on January 18, 2005 and then will hold a public hearing prior to adopting it on February 7, 2005.
