REVIEW OF PEACEHEALTH PLAN AMENDMENT REMAND RESPONSE – On August 19, 2004 LUBA remanded the PeaceHealth Metro Plan and GRP amendments to the city for additional findings in respect to Statewide Planning Goal 9 (Economic Development), Goal 12 (Transportation) and, as instructed by the Court of Appeals, consistency with Metro Plan policies regarding auxiliary uses in the residential designations. The LUBA remand returns the jurisdiction of the applications to the City of Springfield. Amendments to the Springfield Development Code (SDC) Article 22 Medical Services and to the Springfield Commercial Lands Study (SCLS) are also warranted in order to respond to the remand. Upon request from PeaceHealth representatives, the City Council initiated the amendments to the SDC and the SCLS. At the Work Session, staff will present the Planning Commission with the City’s response to the court’s decision. The City Council and the Planning Commission are scheduled to reopen the public hearing to accept testimony on these applications at a joint Regular Session on November 1, 2004. BACKGROUND INFORMATION ON URBAN RENEWAL DISTRICT PLANS – The City Council proposes to set up an Urban Renewal District covering nearly all of the Glenwood area within Springfield’s Urban Growth Boundary, including portions that are to be annexed to the City as development occurs. Part of the adoption process, under ORS 457, relating to Oregon Urban Renewal Districts, includes that ‘An urban renewal plan and accompanying report shall be forwarded to the Planning Commission of the municipality for recommendations, prior to presenting the plan to the governing body of the municipality for approval under ORS 457.095.’ [ORS 457.085 (4)] Essentially Urban Renewal Plans provide a special district and funding for projects that might implement land use and economic development plans. BJones Page 2 10/5/2004 The discussion will focus on: 1. Urban renewal plans (and their accompanying reports) and what they do fore an area like Glenwood. 2. Urban renewal districts and their relationship to the local comprehensive plan and applicable refinement plans within an urban renewal district; and 3. The kind of recommendations that might emerge when the Planning Commission has the opportunity to review the proposed Glenwood Urban Renewal plan and report. Presenter: John Tamulonis 60 Minutes 3.
