WORK SESSION
1. Natural Resources Inventory Update- The Commission last considered the Natural Resources Study (NR Study) on October 2,
2001. At that meeting, “significant criteria” to be used in identifying important natural resource sites was considered and various changes were recommended to Council. The City
Council received the Commission’s recommendations and after a very thorough discussion,
approved a revised set of significance criteria that addressed the Commission’s issues while maintaining the support of the other jurisdictions.
In the time following the Council’s action, a number of issues were raised by the City of Eugene and Lane County that led staff to conclude that the project might best be completed
by having each jurisdiction complete their own natural resource analysis and coordinate at the policy level on amendments that will be needed in the Metro Plan. In a September 9, 2002 work session, the City Council concurred with staff recommendations that Springfield should
proceed with the completion of its portion of the NR Study, using the Council’s revised “significance criteria.” Further, the Council agreed to an approach that would apply the “standard process” for evaluating each of the inventoried natural resources sites, with the
exception of the Millrace. A significant portion of the Millrace (rural segment) is outside the Springfield UGB and will receive protection by Country under the “safe harbor” provisions
of OAR 660-23. The Urban segment of the Millrace will also be protected under safe harbor
as part of a larger Corps. Of Engineers grant project that will restore and enhance the waterway.
Staff has prepared a work program for completing the Springfield portion of the NR Study. The first step in the process is the adoption of a Goal 5 inventory of natural resource sites as
per OAR 660-23-0030.
Adoption of the inventory will be followed by a process of considering the environmental,
social, economic and energy consequences (ESEE analysis) of allowing development to occur on the inventoried sites. The final step is the adoption of a program for protecting each site that fits with the finding of the ESEE analysis. It is expected that most sites will be
recommended for some type of development standards that will allow sensitive development to occur, A few could be recommended for a higher level of protection and a few may not be
recommended fir any protection at all. (Metzger)
