Community Development Advisory Committee Appointment- Kevin Ko , Housing Program Specialist. 10 Minutes 2. Rivers to Ridges: Metropolitan Regional Parks and Open Space Study- On a regional basis, parks and open space planning has occurred primarily at a local level without the benefit of a broader regional perspective. There is currently no single vision for the metropolitan region as a whole. This study was initiated on November 29, 2000, when the Springfield and Eugene City Councils, the Lane County Board of Commissioners, and the Willamalane ark and Recreation Board met jointly and agreed by unanimous consensus proceed with, and jointly fund, a Metropolitan Regional Parks and Open Space Study. A working vision map has been developed over the past year working with citizens and representatives from state, local and federal agencies. The project is currently in the outreach phase, with presentations being made to a wide variety of interest groups. The purpose of this outreach is to present and receive input on the working vision, prior to presenting it to the elected officials for endorsement in early 2003. Phase II – Residential land Implementation Code Amendment Project - On July 1, 2002 the City Council adopted several code amendments as part of the Affordable Housing Implementation Project. Code amendments adopted were: 1) Amending the cluster subdivision standards to be more flexible and; 20 allowing single-family accessory dwelling units on LDR parcels. The Planning Commission and City Council selected several possible code revision options meant to address barriers in the code and encourage development that allows a greater variety of housing types and higher residential density development. The creation of a Transition Zoning District is an identified implementation measure of the RLS and was one of the options selected by Council. The RLS implementation measure states: “Create a low-density residential transition zoning District (8 to 14.28 units per net acre) that would allow a mixing of small lot, single-family homes at slightly higher densities that could be created as a matter of right with no requirement for special development approval.” “RLS Policy Recommendation Report, Suggested Implementation Measure 14). Staff is asking for direction from the Planning Commission whether or not to limit this District to designated nodes or allow a broader application throughout the City. (Bork) 30 Minutes 4.
