WORK SESSION
1. Springfield Development Code Amendments- Amendment of the Springfield Development Code (SDC) to comply with Federal regulations: 1) the Endangered Species Act (ESA); 2) the Clean Water Act (CWA); and 3) the Safe Drinking Water Act (SDWA). This project began in early 2001 with staff review of the Springfield Development Code. Staff found that 13 current Springfield Development Code articles required various levels of amendment and that there would be a need for at least one, and possibly two completely new articles to bring the Springfield Development Code into compliance with the above referenced Federal regulations. On March 12, 2001, the Planning Commission, acting as the Committee for Citizen Involvement, approved a Work Plan for the proposed amendments. The original time line called for City Council adoption of all proposed amendments in October 2001. Staff was not able to address every issue raised in the Springfield Development Code review within this time line and the proposed amendments were divided into four phases. Phase I provides amendments to establish interim development standards and procedures for the City’s most commonly used land use processes. Phase I is being reviewed at this time, phases II, III and IV will be reviewed at a late date. (Karp)
