Article 41 - Nodal Development Overlay Zoning District- The Commission is requested to review a proposed new zoning district, Article 41 Nodal Overlay District, to the Springfield Development Code. Article 41 is a companion to Article 40, Mixed-Use Zoning Districts that will be used to guide development within areas designated for nodal development. (Metzger) 2. Proposed Code Amendments: Accessory Dwelling Units in the Historic District- Staff attended the Historic Commission meeting, January 7th, 2002 to present the Affordable Housing Implementation project background, proposed code amendments, adoption timelines and to receive feedback from the Historic Commission for the proposed code language for accessory dwelling units. After discussion, staff suggested that a representative of the Historic Commission attend the Planning Commission work session February 5th, 2002 in order to present their comments and concerns and come to a resolution whether or not to allow accessory dwelling units in the District with specific design guidelines. Endangered Species Act (ESA) Response Overview - The Federal Clean Water Act (CWA) and the National Marine Fisheries Service (MIFS) rules for protection of the Spring Chinook under the Endangered Species Acct (ESA) are now in effect for the City of Springfield. Activities within Springfield's jurisdiction that may affect water quality or cause harm to the listed fish or their habitat are now subject to enforcement actions by federal agencies and/or by citizen lawsuits. The Public Works and Development Services Department have worked over the past three years to learn how City activities will be affected, and actions needed to avoid CWA and ESA violations. At the February 5, 2002 Planning Commission work session staff will provide some background for the upcoming public hearings on proposed Springfield Development Code amendments initiated by the City Council to serve as interim measures for implementing the ESA 4(d) Rule requirement.
