DESIGN STANDARDS – The design standards project was initiated to respond to specific concerns raised by the City Council and other citizens about the quality and appearance of new, multiple family housing being developed in the community. There are few local regulations in place that ensure quality design for this type of housing. To address these concerns, the Springfield Council requested that a set of design standards (or design guidelines with design review) be brought to them for their consideration. The City Council recently reaffirmed their interest in adopting design standards at a work session held to discuss the draft on October 11, 1999. This specific implementation strategy supports the goals and policies found in the Springfield Community Housing Plan. The recently adopted Residential Land Use and Housing Element of the Metro Plan specifically recommends adoption of design standards or guidelines. (Johnson, Karp) 2. CCI - SPRINGFIELD STATION SPECIFIC AREA PLAN - Appointment of a committee is required to oversee the drafting of the Springfield Station Area Specific Development Plan. Staff is proposing a Citizens Steering Committee (CSC) composed of Downtown Business Owners/Landowners (4); Planning Commission Council Members (2); Springfield Renaissance Development Corporation members (2); Springfield Chamber of Commerce members (2); Community-At-Large members (2); Historic Commission member (1); State TGM staff (1); and ODOT Regional Planning Staff (1). The CSC will meet 8 times during 12-month project to review the work of the Consultant and City staff at key points. The Committee will recommend the final draft of the Plan for adoption by the City Council. (Metzger) 3. ADJOURN
