WORK SESSION
1. DESIGN STANDARDS FOR MULTI-UNIT HOUSING - The design standards project was designed to respond to specific concerns raised by the City Council and other citizens about the quality and appearance of new, multiple family housing being developed in the community. There are few local regulations in place that ensure quality design for this type of housing. To address these concerns, the Springfield Council requested that a set of design standards (or design guidelines with design review) be brought to them for their consideration. This specific implementation strategy supports the goals and policies found in the Springfield Community Housing Plan. The recently adopted Residential Land Use and Housing Element of the Metro Plan specifically recommends adoption of design standards or guidelines. (Johnson/Karp) 2. DRAFT SPRINGFIELD COMMERCIAL LANDS STUDY – Planning Commissioners had questions regarding issues such as serviceability constraints, the amount of land that was redeveloped over the past 10 – 15 years, and the amount of commercial land that had plan/zone conflicts. At the time of this writing, Staff was researching the acreage of commercial land that had been redeveloped over the past years. A summary will be provided at the December 7 Work Session. Other Planning Commission concerns are discussed in the attached report. City Councilors had comments regarding some of the policies and implementation strategies, and these are summarized along with Planning Commission comments in the attached report. Currently, the draft is being circulated to agencies (DLCD, Springfield Chamber of Commerce, ODOT, etc.). As of this writing, there had not been any comments received on the draft. (Julber)
