APPROVAL OF MINUTES: The minutes listed in the motion below are past minutes that have not been approved. Please use the motion below to approve or not approve minutes of a previous Planning Commission. I move to accept the Minutes of the Springfield Planning Commission dated: January 21, 2009 Work Session, April 16, 2009 Joint Mtg. with CIBL Stakeholder Committee and October 6, 2009 as submitted. 3. BUSINESS FROM THE AUDIENCE: 4. QUASI-JUDICIAL PUBLIC HEARING: a. South Bank Viaduct: Willamette Greenway Development Permit and Site Plan Review – The City of Springfield and the Oregon Department of Transportation (ODOT) are collaborating on the construction of a bicycle/pedestrian viaduct (South Bank Viaduct) which will allow the existing South Bank Path to continue along the riverfront through Glenwood. The joint elected officials approved a Metro Plan amendment in 2009 specifically for the purpose of authorizing construction of the proposed viaduct within the Willamette Greenway. At issue is whether the proposed structure complies with Springfield planning policies and site plan design standards.
