a. Draft Stormwater Facility Master Plan – The Stormwater Master Facility Plan is not a land use document therefore the normal standards and
requirements for public hearing’s, testimony and evidence based on criteria of approval, and a Planning Commission recommendation to the City Council do not apply in this circumstance. Staff has requested
this venue because it provides a familiar place and format for interested parties to address their appointed
officials. In addition, the City Council will be asked to “adopt” the Plan so that the policies and recommendations contained in the Plan may be used to assist in development of the City’s Capital
Improvement Plan; and that standards or solutions in the Plan that address specific stormwater collection
techniques can be incorporated into the city’s Standard Specifications Document. A Planning Commission conclusion, in the form of a motion, that the intent and purpose of the draft Stormwater
Master Facility Plan serves the best interests of the citizens of Springfield and is therefore recommended for adoption by the City Council, is requested by staff.
