5. LEGISLATIVE PUBLIC HEARING – a. Proposed Metro Plan Text Amendment –
Lane County has initiated a Metro Plan text amendment that would allow the creation of a special service
district providing public safety service to all property within the district (Countywide). The question of
Metro Plan applicability is raised by the Metro Plan principle that the cities (Eugene and Springfield) are the “logical providers of services accommodating urban levels of development within the urban growth
boundary.” This amendment clarifies the distinction between the services provided by the cities to
accommodate “urban levels of development” and this one specific service traditionally provided by the county.
