a. PEACEHEALTH PLAN AMENDMENT REMAND – At the October 5, 2004 work session, the Planning Commission reviewed the staff recommended responses to the LUBA and Court of Appeals decisions in respect to Statewide Planning Goal 9
(Economic Development), Goal 12 (Transportation) and consistency with Metro Plan policies regarding auxiliary uses in the residential designations. The staff recommended responses were presented at the work session.
Since the Commission’s October 5, 2004 work session, City staff and the applicant’s representatives have
met to discuss the recommended response on Goal 12, consistency with the Transportation Planning Rule.
Based on the conversation, the staff recommends additional changes to both the GRP (Gateway Refinement Plan) policy that established the “trip cap” and to the conditions of approval for Metro Plan
and GRP amendments.
At the joint work session, staff will discuss the applications with the City Council and the Planning
Commission. At the regular session, the joint public hearing will be reopened to allow the Council and
the Commission to accept oral and written testimony. At the conclusion of the oral testimony portion of the hearing, the Planning Commission is asked to leave the record open for seven days, until November
23, 2004. The Commission is scheduled to deliberate separately at a special session on December 9, 2004. If the Commission votes on a recommendation that evening, it will be forwarded for Council consideration on January 10, 2005.
