Re ODOT comments on the Mdrcola Meadows proposed Metro Plan amendment and
Zone Change
ThiS letter represents ODOT's cOlnments on the aforementIOned proposed Metro Plan
Amendment and Zone Change requested for the Marcola Meadows development located north of
Marcola Road and west of28"'/3 I" Streets m Springfield, Oregon
The proposed Metro Plan designations for the site mclude redefinmg and enlargmg the medlllm
density residential area to 54 7 acres mod,fymg the commul1lty commercial de~lgnatlon and
addmg MUC (commerCial With a mixed use overlay) and changmg the campus mdustrlal
designatIOn to a mix ofCC (14 8 acres), and MUC (30 8 acres)
Plan amendments and land use regulation amendments are regulated under OAR 660-012,0060,
the 'Transportation Plannmg Rule" If an amendment Significantly affects a tra~sportat'on
facIlity, a local government must prov,de a form of mitigation
As stated m the Traffic Impact AnalYSIS (TIA) for the proJect, the worst,case Amended Zonmg
scenario would generate slgl1lficantly more traffic than the Current Zonmg scenario In order to
avoid all but one slgl1lficant Impact to the transportation system, the applicant IS proposmg to cap
the tripS generated at a level slightly 11Igher than the level that would be generated by the
Prellmmary Plan (not part of this application) The foundation for the trip cap IS based on IInlltmg
the type and mtens,ty of uses allowed wlthm the project IIITIltS ThiS has been captured and
summarized m Table 4C of the T1A

By mcorporatmg the concept of a trip cap, the developer was able to reduce the traffic Impact of
the development to slightly below what would have occurred With development under the current
zonmg of the property The only location where the proposed plan and zonmg map amendment
will result m a slgl1lficant Impact to the transportation system IS at OR 126 @ M9hawk eastbound
off,ramp To address Impacts at the eastbound ramps of the Mohawk Blvd @OR 126
mtersectlon the TIA proposes the followmg mitigation I
. Traffic control changes allowmg left,turns form the eastbound ramp center lane
The mitigatIOn proposed by the dPplicant IS to modify the eXlstlllg ramp which has a slllgle lane
left-turn lane to one have duel left-turn lanes Accordmg to the dnalysls prefo~med 10 the TlA,
this will result III congestion slightly below what would be anticipated under current zonmg

In conclusIOn, 10 order for the City to approve the Marcola Meadows plan amendment and zone
change and meet the reqlllrements of the TPR, there will need to be two conditions of approval
The type, IIltenslty and mix of development allowed wlthlll the project site must be
constrallled or limited to that analyzed III the TlA and enumerated III Table 4C

With regard to the mitigation (the IIltroductlon of a dual,left at an ODOT-controlled signalized
mtersectlon) proposed by the applicant for OR 126 @ Mohawk Blvd, the applicant will need to
submit plans for the traffic control change to the State Traffic Engllleer for review and approval
Should the State not approve the TIA proposed traffic control change, the applicant must be
reqUIred to work with ODOT to Identify and Implement necessary mitigation to Inmt the traffic
Impact of the proposed development to a level at or below the traffic conditions that would
otherWise be expected at time of openlllg and the end of the plan period (2025) under current
zonlllg
