HomeMy WebLinkAboutComments ODOT 3/9/2007 Oregun Ted Kubng:>skJ, G<M:mor Department of TransportatIon RegIOn 2, Area 5 PlannlOg & Develol'ment Office 644 ' A" Street Springfield, OR 97477 541 747 1354 FAX 541 756 2509 ed w moore@odot state or us 9 March 2007 Gary Karp, City of Springfield 71 SE 'D" Street Springfield, OR 97478 Re ODOT comments on the Mdrcola Meadows proposed Metro Plan amendment and Zone Change ThiS letter represents ODOT's cOlnments on the aforementIOned proposed Metro Plan Amendment and Zone Change requested for the Marcola Meadows development located north of Marcola Road and west of28"'/3 I" Streets m Springfield, Oregon The proposed Metro Plan designations for the site mclude redefinmg and enlargmg the medlllm density residential area to 54 7 acres mod,fymg the commul1lty commercial de~lgnatlon and addmg MUC (commerCial With a mixed use overlay) and changmg the campus mdustrlal designatIOn to a mix ofCC (14 8 acres), and MUC (30 8 acres) Plan amendments and land use regulation amendments are regulated under OAR 660-012,0060, the 'Transportation Plannmg Rule" If an amendment Significantly affects a tra~sportat'on facIlity, a local government must prov,de a form of mitigation As stated m the Traffic Impact AnalYSIS (TIA) for the proJect, the worst,case Amended Zonmg scenario would generate slgl1lficantly more traffic than the Current Zonmg scenario In order to avoid all but one slgl1lficant Impact to the transportation system, the applicant IS proposmg to cap the tripS generated at a level slightly 11Igher than the level that would be generated by the Prellmmary Plan (not part of this application) The foundation for the trip cap IS based on IInlltmg the type and mtens,ty of uses allowed wlthm the project IIITIltS ThiS has been captured and summarized m Table 4C of the T1A I By mcorporatmg the concept of a trip cap, the developer was able to reduce the traffic Impact of the development to slightly below what would have occurred With development under the current zonmg of the property The only location where the proposed plan and zonmg map amendment will result m a slgl1lficant Impact to the transportation system IS at OR 126 @ M9hawk eastbound off,ramp To address Impacts at the eastbound ramps of the Mohawk Blvd @OR 126 mtersectlon the TIA proposes the followmg mitigation I .
