3. QUASI-JUDICIAL PUBLIC HEARING – a. RiverBend Master Plan and Zone Change Deliberation–
On November 13, 2003 the Planning Commission held a public hearing to allow members of the
public to provide oral testimony on the RiverBend Master Plan application LRP2003-0013
(PeaceHealth) and Zone Change request application ZON2003-0019 (PeaceHealth). The oral testimony phase of the public hearing closed on the evening of November 13th. The Planning Commission held the written record open until November 20th and provided the applicant until
December 1st to submit written rebuttal.
At the December 16 public hearing continuation, the Planning Commission will reopen the
hearing to accept summation from the applicant and a summation and recommendation by staff. The Commission may ask questions of staff, the applicant and the public; however, since the oral and written testimony phase of the hearing is closed, the Commission is asked to limit the nature
of the questions to information already contained within the record. The Commission will then
deliberate and entertain motions regarding a recommendation to the City Council. The Planning
Commission’s role is advisory to the City Council. The Council is expected to hold its initial public hearing on the issue on January 20, 2004.
