PLEDGE OF ALLEGIANCE – 2. APPROVAL OF MINUTES – October 28, 2003 Work Session 3. REPORT OF COUNCIL ACTION – 4. BUSINESS FROM THE AUDIENCE – 5. QUASI-JUDICIAL PUBLIC HEARING – a. RIVERBEND MASTER PLAN AND ZONE CHANGE – The Springfield City staff members, including professional planners, civil engineers, transportation engineers, attorneys, environmental specialists, maintenance staff, Fire and Life Safety and Building Officials, as well as professionals from additional participating public agencies, have spent the past nine weeks reviewing the proposed applications in great detail to determine if the applications meet the Springfield Development Code Criteria for Approval. The staff have determined that with the addition of the recommended conditions of approval contained within the attached staff report, the applicants do satisfy the Criteria of Approval. At the November 12, 2003 Work Session, the Planning Commission is asked to continue the review the applications and staff recommended conditions of approval. The Commission is then scheduled to hear public testimony on November 13, 2003. The public record will be held open for one week and the applicant will be given one week to submit rebuttal to the testimony. The Commission is scheduled to deliberate and vote on a recommendation to the City Council on December 16, 2003. The application review and after receiving public testimony, the Commission may find additional conditions are necessary to adequately satisfy the Criteria of Approval.
