Natural Resources Inventory Adoption- The City of Springfield (as well as Eugene and Lane County) is committed to complete Goal 5 planning for wetlands, riparian, and wildlife habitat, by the periodic review program that was approved by DLCD in 1995. Springfield completed its Goal 5 local wetland inventory in 1998. The Springfield Inventory of Natural Resources Sites is the first step towards completing Goal 5 planning for riparian corridors. The Eugene-Springfield Metropolitan Area General Plan (Metro Plan) is supported by Technical Supplements and Working Papers that were adopted by reference with the Metro Plan itself. Within Section II of the Natural Assets and Constrains Working Paper is a subsection, “Significant Vegetation and Wildlife Areas.” The subsection lists criteria that were used for identifying sites with “significant vegetation or wildlife values” within the Metropolitan area. A table in the subsection lists 35 significant vegetation and wildlife sites that fit the criteria. The Springfield Inventory of Natural Resources Sites (Inventory) is proposed to replace the criteria and inventoried sites within the Springfield UGB that are listed in the “Significant Vegetation and Wildlife Areas” table in the Natural Assets and Constraints Working Paper. It does not replace the working paper criteria or sites listed for areas within the Eugene UGB or those sites within the exclusive jurisdiction of Lane County. The Inventory updates the significance criteria used to identify Springfield resource sites as well as the list of sites that fit those criteria. Following adoption of the Inventory, the city of Springfield will begin a process of evaluating the likely impact of development on the inventoried sites. Following this analysis, a program for protecting the natural character and value of the resource sites will be recommended to the Planning Commission and City Council. The intended result of this protection program will be to balance the need for Springfield to grow within its existing UGB, while shaping the character of that growth such that we retain the aesthetic and functional values of our remaining natural areas.
