APPROVAL OF MINUTES – April 16, 2002 Work and Regular Sessions; May 7, 2002 Regular Session 3. REPORT OF COUNCIL ACTION – 4. BUSINESS FROM THE AUDIENCE – 5. LEGISLATIVE PUBLIC HEARING A. Amendment of the Springfield Development Code – Jo. No. 23002-02-0038 – The intent of the proposed SDC amendments is to implement interim development code provisions to bring the Springfield Development Code (SDC) and future development within the City’s land use jurisdiction closer to compliance with the federal standards of the Endangered Species Act (ESA), the Clean Water Act (CWA) and the Safe Drinking Water Act (SDWA). The Planning Commission held a public hearing on the proposed SDC amendments on April 2, 2002. Oral and written testimony was entered into the record. The Planning Commission closed the public hearing, kept the record open for two weeks for additional testimony and continued the item until May 7, 2002. On May 7, 2002, the Planning Commission again continued the item until June 4, 2002 to allow staff to address the issues raised by the written and oral testimony presented on April 2, 2002. Summary of key issues that staff has addressed since April 2, 2002: 1) Clarification of Statewide Planning Goals 5 and 6 applicable issues; 2) The creation of a permitted use list in riparian areas; 3) An analysis on the impacts of the proposed amendments on the Buildable Land inventories; 4) A provision to reduce the 50 foot riparian to 35 feet; and 5) Discussions relating to the “science” of riparian areas and clean water. Affordable Housing Implementation – At the April 16, 2002 Planning Commission work session, the Planning Commission reviewed public comments on the proposed cluster subdivision and accessory dwelling unit proposed code amendments. The Planning Commission also reviewed staff’s recommended changes based on comments received. The Planning Commission will hold a Public Hearing to accept testimony on draft Development Code language that after the existing Cluster Subdivision Standards of the Code and is creating a section in the Code called Accessory Dwelling Unit standards in Article 16 – Residential Zoning Districts. The Planning Commission held several work session to review and comment on earlier versions of the draft code language. (Bork) The meeting location is wheelchair-accessible.
