APPROVAL OF MINUTES – March 19, 2002 Work Session; April 2, 2002 Work and Regular Session 3. REPORT OF COUNCIL ACTION – 4. BUSINESS FROM THE AUDIENCE – 5. CONTINUATION OF PUBLIC MEETING– A. SPRINGFIELD DEVELOPMENT CODE AMENDMENTS – The Planning Commission held a public hearing on the proposed SDC amendments on April 2, 2002. Ten persons testified at the hearing; seven persons submitted written testimony. The Planning Commission closed the public hearing, kept the record open for two weeks (three persons submitted additional testimony) and continued the item until may 7, 2002. Staff is responding to the issues raised by the April 2, 2002 public hearing. In order to ensure that all of the issues raised by the public are addressed, staff requests that the Planning Commission not deliberate on the matter at this meeting and continue the item until June 4, 2002. (Karp) 6. QUASI-JUDICIAL PUBLIC HEARING – A. EXPANSION OF A NON-CONFORMING STRUCTURE – Stuart Gourley Jo. No. 2002-03-0074 – The site is located at 1310 Market Street. The site received a Conditional Use Permit (CUP) for a commercial use in a Low Density Residential (LDR) zone, and the property has been used as an insurance office sine then. It is on the corner of Market and Centennial with commercial zoning across Market Street. The existing building and the expansion will be a one story and have the appearance of a house to blend in with the neighborhood. With the expansion, the building will cover less of the lot than the maximum coverage allowed in LDR. The use, operations and traffic requirements of the office is proposed to be the same or less intense than currently exists. The applicant had mitigated the expansion by proposing to have no windows at the rear of the building and to build a fence along the property line. Neighbors have written letters in support of the expansion. (Summers) B. Vacation of Plat Line – John Hammer – Jo No 2002-03-0084 – The applicant, John Hammer filed an application in October to subdivide Tax Lot 101 as part of a larger subdivision plan. The subdivision tentative plan was approved on February 12, 2002. In reviewing the final plat for approval, the City Surveyor and the Lane County Surveyor requested that an old plat line that forms the easterly boundary of the First Addition to Adams Plat, be vacated. This proposal is separate from a proposed right-of-way vacation affecting the Hammer Industrial Park that is under review by staff. (Metzger) The meeting location is wheelchair-accessible.
