Review public testimony and deliberate recommendation to Council concerning the addition of the West Eugene Parkway to the constrained project list in TransPlan, amendments to chapters 1, 2, 3, 4, Appendix A, and Appendix F of TransPlan, and take exception to Goals 3, 4, 11 and 14 for property within the West Eugene Parkway alignment.
