REPORT OF COUNCIL ACTION – 4. BUSINESS FROM THE AUDIENCE – 5. QUASI-JUDICIAL PUBLIC HEARING – A. ZONE CHANGE REQUEST BY STEPHEN BILLINGS 2001-05-0108 – The subject property consists of one tax lot (Tax Lot 600, Tax Assessor's May 17-03-02-34-33), which is located at 5937 Main Street. The property is zoned MDR and designated MDR by the Metro Plan. There is no refinement plan for the area. Although not shown on the Metro Plan Diagram, NC zoning less than 3 acres is allowed in residential districts. (Sarah Summers) B. VARIANCE REQUESTED BY JENNA ESTATES 2001-03-0064 – The subject property consists of 15.5 acres (Tax Lots 905 and 906, Tax Assessor's Map 17-02-32), which is located on the southeast corner of Main and South 48th Streets. This request is a Type III variance for an exception to the Multi-Unit Design Standards listed in the Springfield Development Code (SDC) 16.110. The applicant proposes to reduce a portion of the 25-foot buffer area to 10-feet on a section of Phase 3 that abuts Low Density Residential property. The building locations and development layout occurred in 1999 and 2000, prior to the adoption of the Multi-Unit Design Code. (Sarah Summers) C. REQUEST FOR DISCRETIONARY USE APPROVAL 2001-06-0124 – The proposed parking lot is intended to provide additional parking for the existing Calvary Temple Church, which is located on the northeast corner of 11th Street, and Centennial Boulevard. The church maintains parking lots to the east of the church structure and across 11th Street from the church on a parcel immediately adjacent to the subject property. These two lots provide 77 off-street parking spaces, which is inadequate for a church of this size. The proposed parking lot will add an additional 22 off-street parking spaces for the church's use. The property is developed with a single-family residence that is owned by the church. The house will be removed in conjunction with the proposed improvements. The building of Churches and associated parking areas in the LDR zoning district requires Discretionary Use Approval by the Planning Commission.
