No. 2001-03-040 – Zone change from Low Density Residential (LDR) to High Density Residential (HDR) for the following properties: Assessor's Map No. 17-03-26-23, Tax Lots: 1000, 1001, 1004, 1006, 2200, 1200, 1300, 1400, 1500 and Assessor's Map No. 17-03-26-24, Tax Lots: 800, 801, 900, 1001, 2701, 2702, 2703, 2800, 2900, 3000, 3100, 3101, and 3102. The subject properties are inside the Springfield city limits and within Area 3 of the "Q" Street Refinement Plan (QSRP). Area 3, a sub area of the QSRP area, is located between Pioneer Parkway and 5th Street, north of the commercial developments on the north side of Q Street. (Stephens) B. Request for Formal Interpretation Jo. No. 2001-03-0041– The intent of this request is to interpret whether or not a Public Park Host program and the required attendant mobile residence are a low impact "public utility facility". Willamalane Park and Recreation District is requesting a Type III Formal Interpretation of the definition "Public Utility Facility" as described in SDC Article 2.020 MEANING OF SPECIFIC WORDS AND TERMS. No. 2001-03-0052 - The subject property consists of one tax lot (Tax Lot 300, Tax Assessor's Map 17-02-34-32) which is located at 5846 Main Street. Zone Change Conceptual Development Plan Modification and Metro Plan Amendment - A Metro Plan amendment, zone change and Conceptual Development Plan (CDP) modification are proposed for development of a portion of the Pierce property as a Home Depot home improvement center. Approval of this request will bring the zoning and designations for the property into conformance with the proposed use for a Home Depot development, consistent with Springfield Development Code Article 18. The Planning Commission will deliberate and make a decision on the Zone Change request and the CDP modification and refer a recommendation to the City Council on the Metro Plan Amendment request. No additional public testimony will be accepted.
