APPROVAL OF MINUTES – December 19, 2000 Regular Session 3. REPORT OF COUNCIL ACTION – 4. BUSINESS FROM THE AUDIENCE – 5. QUASI-JUDICIAL PUBLIC HEARING – A. ZONE CHANGE FOR JENKINSON - JO. NO. 2000-10-0214– This request concerns one 5,500 square-foot property located at 140 North 35th Street, Assessor's Map 17-02-31-31, Tax Lot 900. The site is in the Springfield City Limits and within the Mid-Springfield Refinement Plan area. The Mid-Springfield Plan designated the property as LDR; however, the property has never been rezoned to comply with the plan designation. The property owner recently applied to the City for a building permit to site a single-family dwelling on the lot. In order for this land use to be approved only through the City's building permit process, the property must be rezoned to LDR. While single-family residences are a permitted use in the CC zoning district, the site must be developed to commercial standards and the proposal is subject to a Site Plan Review application prior to applying for building permits. The applicant has requested to rezone the property to comply with the Plan designation. The approval of the rezone will make the property much easier to develop with the use the applicant wishes to establish. (Stephens) B. ZONE CHANGE FOR WULLSCHLEGER - JO. NO. 2000-10-0210 – The subject property, consist of two tax lots (Tax Assessor's Map 17-02-34-31 Tax Lot 4000 and, Assessor's Map 17-02-34-34 Tax Lot 900). The lots are located south of Main Street, north of Aster Street and west of South 63rd Street. The proposed zone change would bring the zoning in conformance with the Metro Plan. There is no refinement plan for this area. The property was recommended for rezoning to MDR in 1992 as part of a City-initiated rezoning in the area (Jo. No. 92-03-52). The property owner at that time did not respond to a mailed notification. The property was not rezoned at that time. (Summers) The meeting location is wheelchair-accessible.
