A. Modification of a Cascade Drive-In property Development Area Plan (DAP) Condition Site
Plan Review- 1998-04-0082 and 1999-12-0294 Jenna Estates LLC is seeking 1) a modification of Development Area Plan (DAP) condition 4.e. and 2) Site Plan Review approval. The Cascade Drive-In property is located on the south side of Main Street, between proposed South 48th Street and South 49th Place. In 1998, a DAP was submitted as proscribed in the East Main
Refinement Plan. The approved DAP showed how development of the entire 25 acre Cascade Drive-In property would occur over time, including the street system. Now the applicant has submitted a Site Plan application to construct the first two phases of a proposed 200-unit multi-family apartment complex. Phase 1 includes 62 units and a rental office/recreation area; Phase 2 includes 43 units. The development also contains a 4.65 wetland with Federally listed endangered plant species located in the southeast corner of the property.
A decision on this Site Plan application is not appropriate at this time because of unressolved issues. Staff, with the applicant’s agreement, is requesting a continuance of the public hearing until April 18 so that the issues may be re-evaluated. (Karp)
